Norway faces a dynamic and uncertain threat situation. Serious intentional undesirable actions, such as terrorism, sabotage and espionage, can occur without warning.

Incidents such as the terrorist attack on 22. July 2011 and targeted cyber attacks from foreign states against Norwegian enterprises demonstrate the importance of our society having a sufficiently advanced ability to protect against and resist attacks. This is particularly important when it comes to critical societal functions.
