Stein Kittelsen is part of the consulting team in Oslo, but is based at our office in Egersund. He works with municipal finance and municipalities across the country, as well as companies operating within self-cost areas such as water, wastewater, waste management, chimney sweeping, building applications, surveying, etc.
Stein holds a degree in public finance and administration from the University of Agder. He has over 25 years of experience as a chief financial officer in municipalities, six years in the financial sector, and has been teaching municipal finance topics since 1998.
Stein has extensive leadership experience from municipal management, with a strong focus on financial management in collaboration with elected officials and administrative leaders. He has long-standing experience ranging from calculating national income estimates and funding schemes to internal control systems and financial reporting. The municipalities he has worked in have been ranked among the best managed in the country. He is one of the country’s leading experts on the regulatory framework for self-cost in the municipal sector, having contributed both to the development of national regulations and to the creation of practical solutions related to calculations, accounting, budgeting and financial risk in municipalities.
